QualityRights – Slovakia

Building on the work undertaken as part of the  WHO EURO project on adults with psychosocial and intellectual disabilities living in institutions in the European Region and in order promote the development of community based services throughout the country, the Ministry of Labour, Family and Social Affairs of the Slovak Republic along with NGO and academic partners (Social Work Advisory Board, Slovak union of supported employment and CEDA Slovak technical university) have – as part of the National project Deinstitutionalisation of social services system – support of transformation teams (npdi.gov.sk) funded by European Union – undertaken to:

  • Extend its QualityRights assessments of social care homes to an additional, 25 institutions in 2019, 24 institutions in 2020, in order to reach a total of 96 institutions 
  • Use outputs and recommendations from the QualityRights assessment as a basis for developing  transformation plans towards community based services, in line with the primary goal of the project.
  • Intensify capacity building on QualityRights training materials among students in colleges involved in using the WHO QualityRights assessment toolkit
  • Extend the dissemination of the WHO QualityRights e-training platform to reach more stakeholders throughout the country.

In 2019 the collaboration was extended to involve the National Commissioner for Persons with Disabilities of Slovak Republic (appointed to oversee the CRPD implementation at national level). The Office of the Commissioner have subsequently started to use the WHO QualityRights Assessment Toolkit as part of its work to monitor conditions in psychiatric hospitals and social care services in Slovak republic.  The Office to date has undertaken QualityRights Assessments in 6 psychiatric hospital and will publish results of findings in late 2019.
