QualityRights – Armenia

Building on the work undertaken as part of the  WHO EURO project on adults with psychosocial and intellectual disabilities living in institutions in the European Region  involving the assessment of several mental health facilities using the WHO QualityRights Assessment Toolkit (translated into Armenian – see below), Armenia in collaboration with University of Cagliari, Italy and partners from Ghana and Lebanon recieved financial support from European Commission towards a project entitled  “Empowering people with psychosocial disabilities to fight for their rights: an implementation of the CRPD and QualityRights principles in Armenia”.

The project, was officially was announced in January 2019 during the course of a number of official meetings between the Armenian team and Cagliari University representative, and stakeholders and representatives from Parliament, the Standing Committee on Health Care and Social Affairs, the Ministry of Health, the Ministry of Labor and Social Affairs, The Ombudsmen office, the Delegation of the European Union to Armenia and the WHO country office in Armenia.

Achievements to date

Since the inception of the EC project in early 2019, a number of key activities have been undertaken:

  • A mapping of Organizations of Persons with Disabilities and human rights civil society organizations in Armenia was undertaken in early 2019 to build partnerships for the project.
  • A new QualityRights assessment team – including persons with psychosocial disabilities – was established and trained on the WHO QualityRights assessment toolkit and methodology
  • QualityRights assessments of 3 large institutions were undertaken 

Next steps

  • A QualityRights ‘training of trainers’, using the WHO training materials,  is being organised towards end 2019 in order to amplify capacity building on mental health, disability, human rights and recovery in the country.
  • The Armenian team will also undertake a five day QualityRights training workshop for people with psychosocial disabilities, mental health staff and other community stakeholders (health workers, families and others at the end of 2019.
  • The QualityRights e-training platform is being translated into Armenian for national rollout in 2020.
  • A preliminary agreement has been established with the Ministry of Health to integrate the QualityRights e-training as part of their continuous professional development for mental health professionals.
  • In 2020, improvement plans will be developed in selected facilities, using the QualityRights module on Transforming services and promoting human rights, in order to address the gaps identified during the QualityRights assessments. These will be developed collaboratively with assessment teams, people with psychosocial disabilities health workers and family members.
