In January 2018, the Department of Health (DoH) of the Philippines requested the support of WHO towards the implementation of QualityRights in the country. In July of that year, the DoH in collaboration with WHO and CBM organized an initial training for a group of stakeholders, on mental health, disability, human rights and recovery.
Capitalising on a momentum and appetite for the initiative at national level, the country also embarked on the translation of the QualityRights e-training platform into Filipino, in order to be able to reach, engage and train stakeholders – mental health professionals, people using services, policy makers, civil society and others – on a massive scale.
A national level ‘training of trainers’ QualityRights workshop was held in September 2019 in order to create a pool of national experts and champions, available and able to support QualityRights rollout efforts and coach people as they do the e-training course. Participants of this training constitute the national QualityRights Coordinating Committee pending a DoH Order.
The official launching of the QualityRights e-training took place on World Mental Health Day, October 10, 2019, at the 3rd Public Health Summit of Department of Health. As part of the launch, a line up of laptops were placed on desks on the stage, where high level officials and key guests logged in and started going through on the QualityRights online platform. One laptop was featured on the screen for the participants to witness. The QualityRights champions who took part in the face to face training stood behind the officials and served as their “coaches”.
The QualityRights e-training will be one of the core interventions in the soon-to-be released 5-year Strategic Plan of the Philippine Council for Mental Health, for the implementation of the Mental Health Act.
In 2020 the government officially established the national QualityRights coordinating committee, made up with wide-ranging governmental and civil society actors, tasked with overseeing the rollout and implementation of QualityRights at national level. Subsequent to a meeting of the committee in 2020, the Philippine National Counseling Association reached out to all their members to encourage them do the QualityRights e-training. This and other strategies saw the number of people enrolling on the e-training double in the course of just a couple of days from around 1000 to 2000 users.
